Raises with elemental points.

Additional Info

Must be Pure Raiton.
Allows the user to invest points in both Static and Electromagnetivity.
Raiton attacks cannot be blocked with raiton armor unless the opponent also has black lightning.
Changes the color of Swift and Purton jutsu as well.
